# Restaurant POS Systems in Germany: TSE, KassenSichV and Costs

Germany has some of the strictest rules in Europe for restaurant cash systems. A **restaurant POS system in Germany** (a *Kassensystem für die Gastronomie*) must do more than take orders and payments: it must be secured with a certified **TSE**, registered with the tax office, issue a receipt for every sale, and apply the right VAT rates — which changed for restaurants on 1 January 2026. ## The rules every German restaurant POS must follow

### KassenSichV and the TSE

The **Kassensicherungsverordnung (KassenSichV)** requires electronic cash register systems to be protected against manipulation by a certified **technical security device (TSE, *technische Sicherheitseinrichtung*)**. The TSE signs every transaction so records cannot be changed later without trace. If you use an electronic system to record sales, it must be operated with a certified TSE.

### Registering your cash system with the tax office

Since **1 January 2025**, businesses must report their electronic recording systems to their tax office electronically, via **ELSTER** or a compatible interface. The report includes details such as the type and serial number of the system, the TSE and when it was put into service. New systems and changes must also be reported. ### Receipt obligation (*Belegausgabepflicht*)

You must issue a receipt for every transaction, on paper or digitally, containing the required details from the TSE. Many systems now offer digital receipts by QR code or email to reduce paper.

### Cash register inspections (*Kassen-Nachschau*)

Tax officials can carry out unannounced inspections of your cash system. Non-compliance can lead to significant fines — reported to be up to €25,000 — and, in serious cases, to your records being rejected.

## VAT for restaurants from 2026: 7% food, 19% drinks

In practice this means your POS must:

- apply **different VAT rates per item** — 7% for food, 19% for drinks
- split mixed items and set menus correctly
- show both rates separately on receipts and in reports

## What a restaurant POS costs in Germany

Compare vendors on the same lines:

1. **Software** — monthly per location or terminal, or a one-time licence
2. **TSE** — hardware TSE (USB or SD) or cloud TSE, often with its own annual fee
3. **Hardware** — terminals, receipt printers, kitchen printers or screens, cash drawers, handhelds for waiting staff
4. **Card payments** — terminal rental and transaction rates for girocard, credit cards and wallets
5. **Setup, menu entry, ELSTER registration support and training**
6. **Support** — including evenings and weekends
