ZATCA e-invoicing: the most important requirement
Saudi Arabia's e-invoicing programme (Fatoora) is run by the Zakat, Tax and Customs Authority (ZATCA). For restaurants, the key points are:
- Sales to consumers use simplified tax invoices, which must carry a QR code containing details such as the seller's name, VAT number, timestamp, invoice total and VAT amount.
- In Phase 2 (integration), invoices must be generated by a compliant e-invoicing solution, cryptographically stamped, and reported to ZATCA's Fatoora platform — for simplified invoices, within 24 hours.
- ZATCA brings businesses into Phase 2 in waves based on revenue. The 2026 waves reached businesses with VAT-able revenue above SAR 375,000, with integration due by 30 June 2026, which brings most active restaurants into scope.
Check the latest requirements and your own wave on ZATCA's e-invoicing pages, and confirm with your tax adviser. When comparing POS systems, ask each vendor to show a Phase 2 compliant invoice being generated and reported, not just a QR code printed on a receipt.
VAT at 15%
Standard VAT in Saudi Arabia is 15%. Your POS must apply it correctly, show it on every invoice and produce clean VAT reports. Decide whether your menu prices include VAT and make sure the system reflects that consistently on menus and invoices.

The Saudi Food and Drug Authority (SFDA) requires food establishments to show calorie information and allergens on their menus, including online menus, with newer rules adding items such as caffeine content and high-sodium indicators.
